The Secretary of the Air Force (SecAF) tasked AFNC to develop an educational approach to make basic negotiation skills an Air Force corporate capability. On 28 September 2015, the Secretary signed the memorandum, Air Force Negotiation Initiative, directing Air University (AU) and AFNC to address three areas:
1. Educate 36,000 Airmen leaders annually.
2. Deliver appropriate cross-cultural negotiation training for deploying Airmen through Expeditionary Readiness Programs.
3. Leverage transformation initiatives championed by AU, and collaborate with the Air Force Judge Advocate (AF/JA) and other agencies to develop the tools and training needed to make negotiations an enterprise capability.
The result of this memorandum expanded AFNC’s role in providing negotiation skills to the Total Force. To support the establishment of negotiation skills as a corporate capability, the Air Force General Counsel (SAF/GC), which is responsible for implementing ADR in all Air Force workplaces, had previously established a 2013 Memorandum of Agreement with AFNC to incorporate Air Force-wide ADR education into its mission.

Being an expert negotiator goes far beyond reading a popular self-help book on your flight into a combat zone. Experts devote a lifetime of study, or they may learn through experience with little formal training. Remember, many factors will influence any negotiation: culture, situation, language, mission, environment, urgency, personalities, and more. Each factor influences success and must be considered in the planning process. Careful planning, purposeful execution, and determined follow-through to give you the best chance of executing a successful negotiation. Following the processes of negotiation is not optional. An organized approach gives you the best chance of success. Use a negotiation planning process even if you have only two minutes to prepare in the field or if you are leading a full staff in a well-prepared and chain-of-command approved, formal negotiation. Perhaps the best way to view negotiation is to make it a warrior tool. Warrior skills are part of readiness, and you should train to best execute all your required combat skills; negotiation should be a part of this package.
Professional Continuing Education (PCE) - The Air Force Negotiation Center (AFNC) was created in 2005 to Develop Total Force Airmen with adaptive conflict management, negotiation, and mediation skills to succeed in the dynamic, global Air Force mission. We are part of the Air University and located at Maxwell Air Force Base in Montgomery, Alabama. The Professional Continuing Education (PCE) Pillar focuses mainly on the Eaker Center for Professional Development which is composed of four primary schools: Commanders' Professional Development School, USAF Chaplain Corps College, Defense Financial Management and Comptroller School, and the AF Personnel Professional Development School. PCE & technical training are critical components for preparing tomorrow’s Airmen and DoD personnel to meet the challenges of a volatile and dynamic world.
Dispute Resolution - Dispute Resolution encompasses many different means to resolve conflict. The AFNC is committed to providing training, education and information about dispute resolution; specifically how you can use these skills in the workplace.
Training - As the AFNC mission has evolved in the last decade and as additional resources have been available, the center has been able to respond to the many requests for application-level training beyond the walls of Air University. The actual training provided includes the full spectrum to include SME support to establish programs, curriculum documentation, faculty development and guest speaker guided discussions with practical exercises.
With the addition of six additional web-based cross-cultural negotiations courses hosted on Joint Knowledge Online (JKO), AFNC also provides pre-deployment training across the DoD. These courses are detailed, multi-media products that can be offered through standard desktop applications as well as downloadable to mobile devices. The AFNC is a small education staff supporting the Air University and the Air Force General Counsel. Dr. Thomas Matyók is Director of the United States Air Force Negotiation Center and Associate Professor of Conflict Analysis and Resolution at Air War College. Dr. Stefan Eisen, Colonel, USAF (Ret) is an expert in cross-cultural negotiation, mediation, and conflict resolution. Dr. Eisen is the AFNC Chief of Research. Mr. Hank Finn, an expert on business negotiations and Air Force education and training programs, is the Curriculum Developer. Mr. Paul Firman, an expert in Air Force enlisted education, cross-cultural communications and mediation, serves as the Director of Air Force Alternative Dispute Resolution (ADR) education and is an AFNC Staff Officer. Mr. Rich Barbour, an expert in Air Force adult education, is an AFNC Staff Officer. Mr. David O'Meara, Colonel, USAF (Ret), an expert on international negotiations, is a former Air War College instructor and Defense and Air Attache to Israel. He provides contract support to the AFNC.
Dr. Stefan Eisen Jr., Colonel (ret) USAF, Professor of Research
Dr. Eisen is the founding Director of the Air Force Negotiation Center (AFNC), Maxwell AFB, AL and currently serves as the Professor of Research for the Center. He is the past Air War College Dean of Academics and retired from the USAF in 2006 after 30 years of active duty service.
