COMBINED FORCE AIR COMPONENT COMMANDER COURSE (CFACC)

PURPOSE: Prepare Service Chief-selected general officers from all six Services and International Services for theater-level functional air component command. It is tailored to provide our future CFACCs with a broad perspective of the operational and strategic levels of war.

TARGET AUDIENCE: Approximately 17 one- and two-star officers in the following mix: six US Air Force/US Space Force, two US Army, two US Navy, two US Marine Corps, and five allied flag officers from the selected region of focus. Six-day course offered three times per year in residence.

BACKGROUND: Present course evolved from the Joint Force Air Component Commander Course. Four Services signed the initial Memorandum of Understanding in March 1997. The first class was conducted in February 1998. This course receives significant aid from the 505th Command and Control Wing at Hurlburt Field, FL to include curriculum coordination and lesson instruction.

CURRICULUM: Focus is on basic organization and processes internal to a Combined Air Operations Center (CAOC) and working in a joint and coalition environment. Course content includes: senior level leadership, warfighting, military doctrine, and application of joint and combined air combat forces designed as preparation for future crises. Instruction for the course comes from senior national-level civilian and military representatives, combatant commanders and retired battle-tested officers. Since October 2021, each course has a different regional focus: Pacific, Europe, and Middle East.

METHODOLOGY: 70% lecture, 30% discussion; approximately 40 speakers.

JOINT FLAG OFFICER WARFIGHTING COURSE (JFOWC)

PURPOSE: Prepare Service Chief-selected general officers of all Services for theater-level joint and combined command at the taskforce level and above. JFOWC provides potential theater Combatant Commanders, Service component, JTF commanders and combatant commanders’ senior staff with a broad perspective of the operational and strategic levels of war.

TARGET AUDIENCE: Approximately 19 one- and two-star officers in the following mix: six US Air Force/US Space Force, six US Army, three US Navy, two US Marine Corps and two senior SES civilians. Five-day course offered twice per year in residence.

BACKGROUND: JFOWC is the second highest joint professional military education course in the Department of Defense. Additional course information

CURRICULUM: Instruction comes from senior national-level civilians and military representatives, flag officers serving as combatant commanders, and retired, battle-tested officers, to include senior mentors at the three-star level. The senior mentors, retired warrior flag officers, draw from their combatant commander and/or component command experience to lead attendees through in-depth discussions focused across the continuum of conflict. The four areas of study are: warfighting; synchronization of interagency operations; military doctrine; and the application of unified, joint, and combined combat forces. This course is the only venue for two-star officers from all services to be exposed to Joint warfighting concerns, in which the COCOMs, all of the Service Chief's and the relevant agencies regularly address a training audience.

JOINT FLAG OFFICER WARFIGHTING COURSE (JFOWC)

CYBERSPACE OPERATIONS EXECUTIVE COURSE (COEC)

PURPOSE: Prepare Service Chief-selected general officers from all six Services to understand the complex issues dealing with Cyberspace policy and national strategy. Perspectives are taken from joint, combined, interagency, Congressional, academic and private industry leaders and experts.

TARGET AUDIENCE: Senior COEC is offered to three- and four-star flag officers in the desired mix: five US Air Force/US Space Force, two US Army, two US Navy, two US Marine Corps and one Tier 3 SES civilian. The Junior COEC is offered at the one- and two-star level in the desired mix: eight US Air Force/US Space Force, three US Army, four US Navy, two US Marine Corps and two Tier 1/Tier 2 SES civilians. Senior and Junior COEC are both two-day courses with each offered once per year in residence.

CURRICULUM: Primarily centered on the strategic decision-making aspects of cyber policy. Course format follows a small group model with an experienced senior facilitator. Instruction for the course comes from senior national-level civilians, industry, academic and military experts. Course content includes: Defining Cyberspace; Executive, Legislative, Inter-Agency, Industry and Academic perspectives; Information Assurance; and Legal Implications. COEC is not considered a warfighting course, unlike the other Flag Officer courses.

CYBERSPACE OPERATIONS EXECUTIVE COURSE (COEC) Logo

SENIOR JOINT INFORMATION OPERATIONS APPLICATIONS COURSE (SJIOAC)

PURPOSE: Prepare Service Chief-selected general officers of all Services and civilian equivalents to integrate Information Related Capabilities into the Joint Planning Process, enabling Commanders to target adversary decision-making while protecting their own.

BACKGROUND: As a result of the 1994 Information Warfare Summit, the Chief of Staff of the Air Force directed Air Education and Training Command to develop formal courses of instruction for the then emerging field of Information Warfare (IW). Air University's College of Aerospace Doctrine, Research and Education developed the Senior Information Warfare Applications Course (SIWAC) in 1997. As IW and Information Operations (IO) evolved, SIWAC eventually changed into its current form: SJIOAC. SJIOAC is the DOD's only joint, flag-level IO course.

TARGET AUDIENCE: Approximately 17 one- and two-star flag officers in the following mix: five US Air Force/US Space Force, five US Army, three US Navy, two US Marine Corps and two SES civilians. Any unfilled slots will be made available to the other services. Five-day course offered twice per year in residence.

CURRICULUM: Course content includes: overview of the Joint Planning Process; Information Related Capabilities; military doctrine; and application of joint, combined, and inter-agency IO. Instruction for the course comes from senior, national-level civilian and military representatives, combatant commanders and retired battle-tested officers, to include senior mentors at the three-star level. Learning involves a combination of informal lecture, interactive seminar discussion, demonstration, and case studies. Attendees will gain a common framework for understanding and valuing IO, and the necessary law, policies and procedures which allow planning and integration of IO into the joint fight.
