Air Force Negotiation Center Faculty

The AFNC is a small education staff supporting the Air University and the Air Force General Counsel. Thomas Matyók is Director of the United States Air Force Negotiation Center and Associate Professor of Conflict Analysis and Resolution at Air War College. Dr. Stefan Eisen, Colonel, USAF (Ret) is an expert in cross-cultural negotiation, mediation, and conflict resolution. Dr. Eisen is the AFNC Chief of Research.  Mr. Hank Finn, an expert on business negotiations and Air Force education and training programs, is the Curriculum Developer.  Mr. Paul Firman, an expert in Air Force enlisted education, cross-cultural communications and mediation, serves as the Director of Air Force Alternative Dispute Resolution (ADR) education and is an AFNC Staff Officer. Mr. Rich Barbour, an expert in Air Force adult education, is an AFNC Staff Officer. Mr. David O'Meara, Colonel, USAF (Ret), an expert on international negotiations, is a former Air War College instructor and Defense and Air Attache to Israel. He provides contract support to the AFNC.

Thomas Matyók is Director of the United States Air Force Negotiation Center and Associate Professor of Conflict Analysis and Resolution at Air War College. His research interests include military education and training in conflict analysis and transformation, negotiating with religious actors in conflict prevention and post-conflict reconciliation, and Joint Civil-Military Interaction.

Dr. Stefan Eisen Jr., Colonel (ret) USAF, Professor of Research
Dr. Eisen is the founding Director of the AF Negotiation Center (AFNC
), Maxwell AFB, AL and currently serves as the Professor of Research for the Center.  He is the past Air War College Dean of Academics and retired from the USAF in 2006 after 30 years of active duty service.

Mr. Hank V. Finn, Chief of Training
Mr. Finn has over 30 years of experience with the Air Force.  As a career Operations Intelligence Officer, he served at all levels from Wing Intel Chief to Air Chief of a North Atlantic Air Defense Intelligence Division.  As a MAJCOM Chief of Intelligence Inspections Division he authored numerous joint, coalition, and special operations exercises throughout Europe and Southeast Asia.

Mr. David O'Meara, Education Consultant
Mr. David O’Meara is a Sole Proprietor and independent education and teaching consultant to the Air University’s Air Force Negotiation Center and the Air Force Culture and Language Center. He received his Bachelor of Science degree from the United States Air Force Academy in 1982 and also graduated with honors from the University of Nevada – Las Vegas with a Master of Arts in American History.

Mr. Paul J. Firman is the Chief, Alternative Dispute Resolution (ADR) Education & Training at the Air Force Negotiation Center, Maxwell AFB, AL. He directly supports Air Force Chief of Staff Guidance to improve conflict resolution skills by ensuring relevant education and training programs are designed, developed, and delivered to the Total Force.

Mr. Richard P. Barbour, Chief, Professional Continuing Education
Mr. Richard Barbour is the Chief, Professional Continuing Education (PCE) at the Air Force Negotiation Center (AFNC), Maxwell AFB, Alabama. Designs, develops, implements, and manages Education and Training Programs for negotiation and mediation related curricula for the AFNC. Manages and administers Instructional Systems Design (ISD) Programs and Quality Control Process for the Total Force development of a range of Alternative Dispute Resolution Tools.
